Chapter 1 General Provisions

 

Article 1 The Risk Assessment Expert Committee for Insurance Industry (hereinafter referred to as the "Expert Committee") is a consulting institution established by China Insurance Security Fund Co., Ltd. (hereinafter referred to as "CISFC") to monitor risks of the insurance industry. The Rules are hereby formulated for the purpose of making the work of the Expert Committee more regulated and standardized and exerting due functions of the Expert Committee.

 

Article 2 The Expert Committee is established with the aim of gathering internal and external resources of the insurance industry to provide technical advisory and professional opinions for risk monitoring of fund companies, and enhancing the professional level of involvement of risk management of the insurance industry and play a role in the construction of the long-acting risk prevention mechanism for the insurance industry.

 

Article 3 The Expert Committee sets up the Property Insurance Expert Committee, the Life Insurance Expert Committee and the Fund Employment Expert Committee. Upon the employment of CISFC, members of the Expert Committees from the insurance sector, colleges and universities, consulting institutions and rating institutions shall perform their duties in accordance with the Rules.

 

 

Chapter 2 Main Tasks of the Expert Committee

 

Article 4 The Expert Committee shall be responsible for:

 

i. Investigating the evident risks and relatively material potential problems arising from the development of the insurance industry and their evolution trend, and studying the functions of CISF in the risk management based on the situation and risks of the insurance industry;

 

ii. Providing consulting opinions on indicator system, monitoring method, special problems, research report and results pertaining to the risk monitoring;

 

iii. Investigating and demonstrating concrete problems of risk monitoring according to the business needs of CISFC and putting forward opinions and suggestions;

 

iv. Providing the training and business lectures for relevant fields according to the business needs of CISFC; and

 

v. Completing other work assigned by CISFC.

 

Article 5 The Expert Committee shall perform its work by:

 

i. Regular meetings. In principle, the Expert Committee shall hold a meeting of the property insurance, or the life insurance or the fund employment once each quarter. In case of any special circumstances, the meeting arrangement may be accordingly adjusted.

 

ii. Consulting and guidance. The Expert Committee shall provide consulting and guidance to concrete matters of the risk monitoring of CISFC.

 

iii. The Expert Committee shall hold the business lectures and other training activities according to the business needs of CISFC.

 

Chapter 3 Composition and Requirements of Members of the Expert Committee

 

Article 6 The Expert Committee consists of the experts from the insurance industry, colleges and universities, consulting institutions, rating institutions, etc. The number of members of the Property Insurance Expert Committee, the Life Insurance Expert Committee and the Fund Employment Expert Committee of each year shall be determined by CISFC.

 

Article 7 Expert members from the insurance industry shall be in principle the professionals in charge of strategies, financial affairs, market, actuarial calculation, risk control, fund employment, match between assets and liabilities of the insurance companies (groups), and shall be experienced in relevant fields. Besides, they shall have some research and possess original understanding of the insurance risks.

 

Article 8 Expert members from colleges and universities shall be in principle the professors of key colleges and universities of "National 211 Program", who have attained some outstanding achievements in insurance research and have published articles or works in key journals in recent years.

 

Article 9 Expert members from consulting or rating institutions shall be in principle the professionals with abundance experience in the insurance industry or consultancy of fund employment.

 

Chapter 4 Employment and Appointment of Expert Members Committee

 

Article 10 Members of the Expert Committee shall be elected and appointed by CISFC through negotiation with the institutions of these experts or themselves. The tenure of the experts shall be two years.

 

Article 11 After the expiration of the tenure of an expert, CISFC may determine whether to extend the tenure according to its actual needs. An expert shall be dismissed automatically if his/her tenure is not renewed.

 

Article 12 Any expert member may hand in a written resignation prior to his/her tenure on account of the age, health, job shift or for any other reasons, and such expert may resign from the position after being approved by CISFC.

 

Chapter 5 Rights and Obligations of Expert Members

 

Article 13 Members of the Expert Committee shall enjoy the following rights:

 

i. To timely learn about the work plan and participate in all activities organized by CISFC;

 

ii. To obtain a certain economic remuneration based on their respective contributions to consulting activities; and

 

iii. To advance suggestions for the working rules and concrete work plans of the Expert Committee.

 

Article 14 Members of the Expert Committee shall fulfill the following obligations:

 

i. Express independent opinions based on the scientific, objective and equitable spirits and in combination with their respective professional knowledge and industry experiences;

 

ii. Participate in various activities with due diligence, and explain to the Secretariat of the Expert Committee in advance in case of inability to participate in any activity; and

 

iii. Keep confidential the industry data and business secrets involved in duty performance and other information unavailable to the public pursuant to relevant provisions.

 

Chapter 6 Secretariat of the Expert Committee

 

Article 15 CISFC sets up the Secretariat of the Expert Committee under the Risk Monitoring Department as the administrative institution.

 

Article 16 The Secretariat of the Expert Committee shall be mainly responsible for:

 

i. Coordinating, contacting and arranging the expert members to conduct the work;

 

ii. Organizing the meetings, preparing the meeting materials, drafting out and sorting out the meeting minutes and reports;

 

iii. Sorting out and filing the meeting materials; and

 

iv. Handling other daily affairs.

 

Chapter 7 Supplementary Provisions

 

Article 17 The Rules shall be construed by the Secretariat of the Expert Committee.

 

Article 18 The Rules shall be implemented as from the issue date.
