This project conducted a comprehensive and in-depth study on the financial regulatory systems and security fund programs of ten countries and regions, including the UK, the United States, Australia, Malaysia, Canada, Japan and South Korea, analyzed their relation based on the development of the financial industries in these countries and regions, and summarized and compared the empirical patterns of these countries and regions. Then, considering the characteristics of China financial regulatory system, the project proposed policy suggestions on how to improve China insurance security fund program.
The main conclusions reached by the project are that: the security fund program, as one of the major pillars in preventing and controlling financial risks and maintaining the stability of the financial industry, will, under the framework of the financial regulatory systems, constantly evolve as the financial environment and landscape change; the direct supervision of prudential financial regulatory authorities over most of security fund managers has an impact on the determination of such factors as coverage of security funds, insured amount, forms of compensation, and scope of functions; there is a trend toward supervisory cooperation among regulatory authorities on financial security funds with similar risk profiles in order to improve their expertise in risk prevention, control, disposal and reduce their supervision cost; and the security fund programs show a trend of diversified and specialized development.
